Shannon, Jr. will travel to Helsinki, Finland September 10-12 where he will meet with Russian Deputy Foreign Minister Sergei Ryabkov to address areas of bilateral concern and cooperation. He will also lead the U.S. interagency delegation to the U.S.-Russia Strategic Stability Talks.
Over the past week, conditions in Burma’s Rakhine State have continued to deteriorate. Since the so-called Arakan Rohingya Salvation Army (ARSA) attacked police posts around the state, UNHCR estimates 270,000 people have crossed the border into Bangladesh. While the Government of Bangladesh is accommodating many displaced Rohingya, significant numbers of civilians are stranded along the border waiting for much-needed relief, while other communities in Rakhine have become internally displaced.

The President underscored the importance of all countries following through on commitments from the Riyadh Summit to maintain unity while defeating terrorism, cutting off funding for terrorist groups, and combatting extremist ideology.

U.S. Secretary of State Rex W. Tillerson and Kuwaiti First Deputy Prime Minister and Foreign Minister Sheikh Sabah al-Khaled al-Sabah co-chaired the second U.S.-Kuwait Strategic Dialogue on September 8, 2017, in Washington, D.C. Complementing the visit of His Highness the Amir Sheikh Sabah al-Ahmed al-Jaber al-Sabah and his meeting with President Donald J. Trump at the White House on September 7, this dialogue advances our strategic partnership in defense, security, trade, investment, education, consular, customs, and border protection issues. Our two countries renewed their commitment to promote the stability and security of the region, including the defeat of ISIS and other violent extremists.
This Strategic Dialogue deepens our close relationship, grows bonds between our people, and enhances practical cooperation for the security and prosperity of both of our nations. President Trump and I had a very productive meeting at the White House with His Highness the Emir yesterday. The President reaffirmed our friendship and discussed a number of shared objectives in the region. As a concrete demonstration of our close relationship and partnership, we have agreed to a number of initiatives that will deepen the ties between the U.S. and Kuwait.
I’d like to thank Governor Kean and Congressman Hamilton for inviting me to speak—and, more importantly, for their leadership of the 9/11 Commission. The 9/11 Commission drove the nation’s debate about how to respond to that dark day in our history, and it also served as a voice for the families of the victims.
The United States congratulates the people of Angola for exercising their democratic right to vote in the August 23 historic national elections. We look forward to working with President-elect João Lourenço and the new Parliament of the Republic of Angola to further strengthen our bilateral relationship.
Yesterday, Secretary Tillerson spoke on the phone with British Foreign Secretary Boris Johnson to discuss recent actions taken by the D.P.R.K. Secretary Tillerson and Foreign Secretary Johnson condemned the D.P.R.K.’s most recent nuclear test and discussed the need for increased pressure on the D.P.R.K., including through a robust new UN Security Council resolution.
The United States and Kuwait share a strong and enduring partnership. We recently commenced [commemorated] the 27th day of remembrance of Saddam Hussein’s invasion of Kuwait, which we all remember so well. The United States is proud to have contributed to the liberation of Kuwait and for the friendship we have built together in the years since.
