The United States has recently been made aware of new reports of the Congolese government engaging in severe human rights violations in the Kasai regions of the Democratic Republic of the Congo. The latest report accuses the Congolese military of actively engaging in increased human rights violations, including summary executions of women and children and mass rape.
The Department of State has designated Mohammad Shafi Armar, Oussama Ahmad Atar, and Mohammed Isa Yousif Saqar Al Binali as Specially Designated Global Terrorists (SDGTs) under Section 1(b) of Executive Order (E.O.) 13224, which imposes sanctions on foreign persons determined to have committed, or pose a significant risk of committing, acts of terrorism that threaten the security of U.S. nationals, or the national security, foreign policy, or economy of the United States.
